BDD Extension: ZTEUSMTConfigFile

This extension can be used to define the USMT 3.0 config file in the customsettings.ini rules. This feature mimics the USMTMigFiles property as in it copies the config file to the local drive's correct folder and also updates the scanstate arguments to include /config: argument.
